Are there any segments of the Buckeye Trail where someone using that segment of the trail needs to register to be allowed access to it?

Yes, the AEP lands in the Stockport section.

so the trail at WPAFB is full public accessible? you do not have to sign in at a guard post somewhere?

No registration needed at Wright Patterson Air Force Base. The trail through there is outside the gate and open to the public. No gate check, no id check, no sign in. But you are on US Military property and subject to all their rules and regulations.
